A just-concluded White House report says that inexperienced disaster response managers and a lack of planning discipline and leadership contributed to vast U.S. government failures during Hurricane Katrina. The 228-page report by White House homeland security adviser Frances Fragos Townsend urges changes in eleven key areas — mainly in better disaster relief coordination among federal agencies — before the next hurricane season begins 1 June. The 228-page report also found “significant flaws” in the national response plan issued last year by DHS. Townsend’s report, which will be released later today, highlights 125 recommendations for improving the U.S. ability to respond to natural and man-made disasters.
