More resilient mass transit to improve Chicago emergency evacuation system
A group of Argonne Lab researchers will be studying methods and creating tools for building more resilient mass transit systems to evacuate major cities under a $2.9 million grant announced today by the U.S. Department of Transportation’s Federal Transit Administration. The project will bring together researchers from the Department of Energy’s Argonne National Laboratory with Chicago’s Pace Suburban Bus and Metra Commuter Rail Service to investigate ways to improve the detection, analysis, and response to emergencies, and how best to evacuate the city in a major emergency.

Coping with fracking-induced earthquakes
A new study provides a case for increasing transparency and data collection to enable strategies for mitigating the effects of human-induced earthquakes caused by wastewater injection associated with oil and gas production in the United States. The study suggests that it is possible to reduce the hazard of induced seismicity through management of injection activities.

The quality of the U.S. groundwater
About 115 million people — more than one-third of the U.S. population — rely on groundwater for drinking water. As the U.S. population grows, the need for high-quality drinking-water supplies becomes even more urgent. The recently completed USGS’s national summary report of the quality of the Nation’s groundwater is now available online. Nine associated reports (USGS circulars) detail regional-scale assessments of groundwater quality in about thirty of the most heavily used principal aquifers across the United States.

Wireless sensors transform real-time monitoring infrastructure
Small wireless computing devices, ranging from the size of a matchbox to the size of a dime, are going to change the way Florida monitors its water quality, sea level rise, hurricanes, agriculture, aquaculture, and even its aging senior population. These sensing devices can collect information about the surrounding environment and transmit that information to cloud-based computing systems that store, analyze, and present that information to educators, researchers, and decision-makers. Funding water projects in times of financial uncertainty
Currently, water projects in California are partly funded with municipal bonds, some of which must be approved by voters. A new analysis produced by Stanford University’s Water in the West Program provides a blueprint for overhauling the way California funds water infrastructure and innovation projects. The analysis recommends small per-usage fee — known as a public goods charge (PGC) — as appropriate way to pay for proper management of resources.

Calls for improving safety of oil-carrying trains grow in wake of this week’s accidents
Oil trains transporting crude oil from the Bakken region of North Dakota and Canada to refineries in the Northeast have suffered several derailments in the past few years. The U.S.Department of Transportation(DOT) has since urged rail companies to adopt new train cars which could better survive derailments, and to retrofit current cars by 2017. Still, railway safety advocates say companies need to do more to ensure the safety of their tracks and cars. Two separate oil train accidents this week support their concerns.

A new report by NASA and Columbia University researchers details significant future increases in temperature, precipitation, and sea level in the New York metropolitan area. New gear technology makes wave energy more attractive
Wave energy has been held back in part because of the cost of electricity generation. The amount of steel and concrete needed in order to produce each MWh has simply been too great to make it into a profitable business. In addition, the power of waves presents a problem with reliability, and because waves vary greatly in height and timing, it is difficult to create a conversion system that functions across the full wave spectrum. Swedish researchers have developed a new wave energy system which generates five times more energy per ton of device, at one third of the cost, when compared to competing state-of-the art technologies. Energy output is three to four times higher than traditional wave power systems.

Hydraulic fracturing and horizontal drilling have had a transformative, positive effect on the U.S. economy, producing societal gains that likely outweigh negative impacts to the environment and human health from an economic perspective, according to a new paper. Innovations in hydraulic fracturing and horizontal drilling in the past decade have fueled a boom in the production of natural gas, as well as oil, from geological formations including deep shales in which hydrocarbon production was previously unprofitable.

Obama signs cybersecurity executive order, promotes information-sharing hubs
President Barack Obama, at last week’s White House Summit on Cybersecurity and Consumer Protection, reiterated the need for more companies to collaborate with each other as well as with the federal government to develop cybersecurity solutions that protect consumer privacy while keeping hackers out of network systems.One strategy Obama encouraged in his speech was the creation of information-sharing groups, called hubs, built around vertical industry sectors.

Improving security monitoring of energy industry networked control systems
There are a number of useful products on the market for monitoring enterprise networks for possible security events, but they tend to be imperfect fits for the unusual requirements of control system networks. A network monitoring solution that is tailored to the needs of control systems would reduce security blind spots. The National Cybersecurity Center of Excellence (NCCoE) is seeking collaborators on an effort to help energy companies improve the security of the networked technologies they rely upon to control the generation, transmission and distribution of power.

Removing iron from contaminated water
High concentrations of dissolved iron from abandoned coal mines in Pennsylvania have been contaminating some of the Pennsylvania’s streams and rivers for many years, potentially affecting aquatic habitats and drinking water for millions of residents. To combat this problem, a team of Penn State researchers has proposed a method to eliminate much of the iron before it reaches the waterways.

Earthquake early-warning system to be deployed in Washington, Oregon
California has been testing ShakeAlert, an earthquake early-warning system. Emergency officials and first responders in Washington and Oregon have been working with their counterparts in California to design a similar system specifically for the Pacific Northwest. The project, estimated to cost roughly $16 million a year, has received $6 million from a private foundation, $5 million from Congress for the coming year, and the White House’s new budget calls for another $5 million.

DHS officials responsible for protecting federal civilian networks and critical industries from cyberattacks are going to rely more on big data analytics to predict, detect, and respond to future hacks, according to a White House progress reportreleased on 5 February. The report details how cybersecurity officials are “working across government and the private sector to identify and leverage the opportunities big data analytics presents to strengthen cybersecurity.”

Protecting the U.S. power grid
The U.S. power grid is made up of complex and expensive system components, which are owned by utilities ranging from small municipalities to large national corporations spanning multiple states. A National Academy of Sciences report estimates that a worst-case geomagnetic storm could have an economic impact of $1 trillion to $2 trillion in the first year, which is twenty times the damage caused by a Katrina-class hurricane.
More than 143 million Americans at risk from earthquakes
More than 143 million Americans living in the forty-eight contiguous states are exposed to potentially damaging ground shaking from earthquakes, with as many as twenty-eight million people in the highest hazard zones likely to experience strong shaking during their lifetime, according to new research. The research puts the average long-term value of building losses from earthquakes at $4.5 billion per year, with roughly 80 percent of losses attributed to California, Oregon, and Washington. By comparison, FEMA estimated in 1994 that seventy-five million Americans in thirty-nine states were at risk from earthquakes. In the highest hazard zones, the researchers identified more than 6,000 fire stations, more than 800 hospitals, and nearly 20,000 public and private schools that may be exposed to strong ground motion from earthquakes.
Coastal communities can lower flood insurance rates by addressing sea-level rise
City leaders and property developers in Tampa Bay are urging coastal communities to prepare today for sea-level rise and future floods in order to keep flood insurance rates low in the future. FEMA, which administers the National Flood Insurance Program(NFIP), is increasing flood insurance premiums across the country, partly to offset losses from recent disasters such as hurricanes Katrina and Sandy. Cities can reduce insurance premiums for nearly all residents who carry flood coverage by improving storm-water drainage, updating building codes to reflect projected rise in sea-levels, moving homes out of potentially hazardous areas, and effectively informing residents about storm danger and evacuation routes.

Changing human behavior key to tackling California drought: Expert
California is experiencing a drought that has gone far beyond a “dry spell,” and the state has imposed the first water restriction in state history, aiming to cut back on water consumption by 25 percent. One expert says that strict water conservation measures are long overdue, and that “what is happening is a realization that you can’t simply transplant another ecosystem onto a California desert system or arid southwestern system. In a sense, California and much of the U.S. southwest are living beyond their ecological means. Certain lifestyles have been adopted and crops are being grown that are not endemic or sustainable for this particular bioregion.” He adds: “This is a moment for not just cutting off personal water use and turning the tap off when you’re brushing your teeth, as important as that is. This is a moment of reflection, invitation and, I hope, legislation that will cause people to think about water use in the industrial sector too. This is for the long-term prosperity of the state and sustainability of the ecosystem.”
